City Distributes $350,000 in ARPA Assistance to Qualified Nonprofit Human Service Agencies
January 17, 2025
At the December 16, 2024 City Council meeting, City Manager Karen Conard announced that $350,000 in American Rescue Plan Act (ARPA) assistance would be distributed to local nonprofit human service agencies, concluding a monthslong process. Local agencies were invited to submit applications for the funds by November 27, 2024.
Staff reviewed the applications for compliance with federal requirements and alignment with the City of Portsmouth Health Department’s Community Health Needs Assessment & Improvement Plan based on one or more of the criteria established for the vetting process: a 501(c)(3) tax status; a human services agency serving one of the vulnerable populations; providing direct services in one of the defined needs areas; serving Greater Portsmouth populations; experiencing a negative financial impact from COVID-19 pandemic losses, or increased programming/demand as a result of the pandemic.
